Mrs. Newell, who lived at 105 Race Course St. in Ashland, taught English at Henrico High School from 1963 until her retirement in 1974.

Mrs. Newell also had taught at Glen Allen Elementary School from 1958 until 1963 and for two years at Madawaska High School in Maine. A native of Rumford, Maine, Mrs. Newell once defeated her fellow student, former Secretary of State Edmund Muskie, in a high school debate, according to a family member. She was a graduate of the College of St.

Elizabeth in Convent Station, N.J., and did postgraduate work at the University of Virginia and the College of William and Mary. Mrs. Newell was the widow of Robert Bruce Newell, who died in 1972. She was a member of St. Ann's Catholic Church in Ashland.

Survivors include a daughter, Miss Nora Butler Paynter Newell of Ashland; three sons, Air Force Staff Sgt. Richard Paynter Newell of Great Falls, Cmdr. Elizabeth Scott, Lawyer's Widow, Succumbs at 79 Mrs. Elizabeth Watkins Scott, 79, widow of Richmond lawyer R. Carter Scott died yesterday in a local hospital after a brief illness. Mrs. Scott, who lived at 2120 Stuart was a native of Richmond and was graduated from Miss Jennie Ellett's School, now St.

Catherine's, and Stuart Hall. Her husband, former senior partner in the Richmond law firm of Peyton, Beverly, Scott and Randolph, died in March 1973. Mrs. Scott was a member of the Colonial Dames in Virginia, the Woman's Clubof Richmond, the Country Club of Virginia and St. Paul's Episcopal Church.
